SCUPPER

1. An opening for draining off water, as from a wall or roof of a building.
2. An opening for drainage in a wall, curb or parapet.
3. The drain in a downspout or flat roof, usually connected to the downspout. 

EXAMPLE:

There are scuppers at the walls of the staircase to get rid of water.
