Held From Above [HFA]

Held From Above.  When a position in the Organizing Board is not filled out, it is held from above by its closest senior position.

For example the position of Director of Personnel Training was held from above by the Qualification Secretary until a Director of Personnel Training was hired.  We would say that the Qualification Secretary was the Director of Personnel Training HFA.
