An assembled package of information on any given situation, plan or emergency forwarded to a senior sufficiently complete to require from that senior only an “Approved” or “Disapproved”. It states the situation, gives all the data necessary to its solution, advises a solution and contains a line for approval or disapproval by the senior with his signature.
