Tuning valve, or water fill valve, is a valve which can be adjusted to change the amount of water fed into the waterfall.
Example:
Mrs. Smith was not pleased with how little water was coming out of her waterfall, so one of the pond company’s maintenance guys adjusted the tuning valve to let more water come out.
