A rough sand that is specifically used for paving stone joints that are tight fitting. It is this sand that creates the interlock between the paving stones. It must be jagged and sharp to hold the pavers, not round and smooth. This sand comes in bags so it is dry. Dry is necessary for the sand to go down between the pavers easily. It is swept into the open joints for maximum joint penetration.
